Python (swisseph) Astrology advices

I need someone to give me advice on how to make correction for time zone and other time related so that I can generate correct house cusp and planetary positions for natal year from 1880 to present ) from swisseph like in astrolog software.
Currently I used year of birth at '1901-8-3', at 9 am 1 min and 37 sec at longitude of 15 N and latitude of 48E with swe.houses_ex function but it showed wrong result of house cups(263.34234361127545, 293.4919436440663, 325.946888282406, 359.31342840523143, 30.42695883471913, 57.958259883625715, 83.34234361127545, 113.49194364406628, 145.946888282406, 179.31342840523146, 210.4269588347191, 237.9582598836257)
while actual value ( in solar fire) HOUSE CUSPS (Placidus)

I think my problem is not understand the correction of time zone or other related correction.
