Create a parcel comparison website

Description of requirements/features: I need a developer to create a website in Arabic (RTL) and English similar to https://www.parcelmonkey.co.uk, parcelbright.com, and https://www.parcel2go.com .

Details:
The idea is to create a website similar to https://www.parcelmonkey.co.uk, parcelbright.com, and https://www.parcel2go.com) where customers can:
1. Initiate shipment request and get instant cost estimates for their shipments, the system will provide the list of courier service and their cost by one of the following methods:

a) Connect to postmen.com API or easypost.com API to retrieve a list of courier services and prices. I have already added and tested the couriers to my account at postmen.com and easypost.com and I will provide you with my account credentials to do the integration between postmen or easypost and the new website.

b) Or obtain the service and cost from our database for the couriers which do not provide them via API. So, I will provide you with Excel sheet that has the prices and you will create the database and the required code.

2. Customer, then, can select one of the couriers and proceed to pay the shipping cost either via paypal or a credit card and then create a shipment label. the shipment label can be created by either connecting to postmen/easyparcel via the API or save the request in our database to be processed manually later.

3. Customer can also request a shipment return, a label cancellation, or COD service via the API if applicable.

So there will be two user modules:

1. CUSTOMER:
It should work the same way as the example websites given above.

2. ADMIN:
1) Admin can update the customer's profile and all the details. All refunds will be processed offline and then updated in the system manually.
2) Admin will see each courier invoice separately and how much he needs to pay to the courier company. payment will be arranged offline and then updated in the system manually.
3) Admin should be able to add a commission or give a discount on the courier prices which are retrieved via the API before they are displayed to the customer (the reason is that some courier APIs provide the courier's standard/published prices not our negotiated prices and in this case, Admin will discount the prices before showing it to the customer. However, other couriers provide the negotiated prices via the API, and in this case Admin will add a commission before showing it to the customer). These discounts or commissions differ from a courier to another as well as they will be different for domestic shipments than international shipments.

My obligations and Developer's obligations:
I will provide:
1. The Arabic text translations.
2. Website Logo.

Developer will provide:
1. Complete website design, development, and content creation.
2. Postment/easypost API setup and testing.
3. Payment processing setup via Paypal, and our bank. These will be the simple payment processing method where we send the order information to paypal or to the bank and then they will handle the payment and send the payment confirmation back to us. No credit card processing is required at ourwebsite. Refunds will be handled manually, no need to set up anything for them. Our bank gateway is the well known Mastercard gateway called MIGS.
4. Developer does not have to create everything from scratch. If he wants, he can use any open source system or use any third party system but if this will involve additional cost to me, then he/she should make it clear in his bid.
5. The winning developer will be obligated to provide free support for 3 months to fix any bugs or technical problems.

Communication and Milestones:
I prefer the communication to be via the peopleperhour messaging system during the bidding stage due to Time Zone differences. I really do not have the time for phone calls or skype calls. After selecting the winning bidder, I will provide my phone number, email, and Skype ID.
