Create a web feed from a Rightmove .BLM file to show on a screen

My company provides screen displays for UK estate agents, and I need someone to create a web feed of properties similar to this - property.troudigital.com

The website needs to read from a .blm (essentially a CSV) which gets bushed via the FTP server to the webpage. This is very common for these websites and there is great documentation provided by Rightmove here:

We are open to ideas, but would like this to be implemented on a Wordpress site if we can. I have attached a demo file.
Extra notes: We would prefer someone from the UK to work on this as we are a UK based company looking for a quick clean job.
