Looking to make CSGO Skin Marketplace (not a shop)/Need a Steam API expert/Web Dev

I am looking to oversee the development of a CS:GO marketplace in which users could come on the site and connect through steam to be able to either put their skins up for sale or purchase skins they desire through listings. Examples of what I am trying to make are sites such as bitskins.com or opskins.com. The job requires the dev to, but may not be limited to:
-Make all the modules on the site including bot automated steam trading using Steam API
-Make the website design based off of a wireframe

Anyone who has played CS:GO will understand how the inventory system works, and will have better credentials than those who haven't.
