Recreate existing web design in Figma and make improvements

I'm looking for a designer experienced in Figma to recreate an existing website design. It has a homepage and 2 inner pages, with designs for desktop and mobile.

I will be able to provide the existing designs in PSD format. They are fairly simple designs, so they should be straightforward to replicate.

I would also like you to create a design system for the website, including typography, colours, components, etc. This will ensure consistency and allow for quick replication of changes across the designs.
