Improve photos

I have some old photos of my Dad who has recently passed away and I was hoping someone could use the digital photos and improve them so I can get them printed using an online photo place like snapfish. I have around 15 images (attached two of the worst quality ones as an example). A couple of them I would like edited like the one attached so my Dad and the van are bigger (cropped) but I am not sure what is possible and what is not. Happy to adjust the price to suit.
